FREQUENTLY ASKED QUESTIONS

Logging In

Q1.        What is E728?

Ans.:  E728 is an electronic online platform for submission of a NP728 report. This system is hosted on the secure Government network via the Public Service Infrastructure (PSI). User login will be secured via SingPass.

Q2.        Why use E728?

Ans.:   E728 will automatically populate specific information fields (such as particulars of declarant/ regular source/ recipient) if you are a registered user. There is no need to type this information each time you log in. The reports filed on E728 are received instantaneously by STRO upon submission.

 Unlike the NP728 paper forms which limit entries to 3 CBNIs, the E728 has no limit to the number of CBNIs.

 If changes have to be made after submission, registered users are able to retrieve and void NP728 forms submitted in E728. You are also able to save draft declarations for future submission in E728. This amounts to an automated record-keeping system for you.

Application

Q3.        Where can I obtain the application form for E728?

Ans.:  You can email STRO at [email protected] to obtain an E728 application form.

Q4.        How do I know whether my E728 account has been created?

Ans.:  You will receive a welcome email after your E728 account has been created. You will be able to log in to E728 immediately with a valid SingPass.

Account Management

Q5.        What do I do when my employee who is a user of E728 leaves my employment?

Ans.:   Your organisation is responsible for the authorised use of E728. The employee in your organisation with the user administrator rights is able to deactivate the outgoing employee’s access to E728. If the outgoing employee is the user administrator, please inform STRO to update details of the new user administrator.

Q6.        Is there a limit to the number of users for each organisation?

Ans.:  No. There is no limit to the number of users for each organisation. However, organisations are advised to be prudent in allowing access to the system so as to minimise unauthorised access.

Q7.        Will a former employee still be able to access E728?

Ans.:  Anyone authorised by your organisation can continue to do so if the person's profile has not been deactivated by the user administrator of your organisation. Hence, it is very important to keep the profiles of your employees updated and to deactivate the access of users who have left your employment.

Q8.        Will a former employee who joins another organisation still have access to the NP728 reports previously drafted or submitted for my organisation?

Ans.:  The former employee will not be able to access the NP728 reports drafted or submitted on behalf of your organisation, if your organisation has deactivated the person’s access to E728.

Q9.        What are the different user roles?

Ans.:  User roles are only applicable to registered users of E728. User roles are assigned by the primary or secondary administrator of your organisation. The functions of the different roles are as follows:

    * You will just need a SingPass account to file NP728 reports online. However, as a non-registered user of E728, you will not be able to retrieve or void NP728 reports after they have been submitted through E728


Q10.        Are there character limitations for the free text fields on E728?

Ans.: Yes, the character limitations for free text fields on E728 are as follows:

Logging In

Q11.        What is the login ID for the E728 system?

Ans.:  The E728 webpage resides in the Government Secure Webpage. Hence, your SingPass will be used as the login ID for the webpage.

Q12.        Why is there a need to use my SingPass?

Ans.:   SingPass is designed to provide a common authentication system for accessing Government e-Services (Internet Application) such as E728. Users of Government e-Services (Internet Application) need to remember only one password when accessing secure Government portals.

The use of SingPass removes the need for separate password administration for E728. Together with the administration module for registered users of E728, it provides a secure and controlled environment for electronic filing of NP728 forms.

Q13.        Is it possible for me to get a corporate SingPass for my organisation?

Ans.:  Corporate SingPass IDs are not available.

Q14.        Where can I get my SingPass?

Ans.:   You may visit http://www.singpass.gov.sg/sppubsvc/ to apply or reset your Singpass.

Q15.        What do I do if I lose or forget my SingPass password?

Ans.:  You may visit http://www.singpass.gov.sg/sppubsvc/ to request for a password change.

Q16.        Is there a time-out period for each login?

Ans.:   For a higher level of security, users will be logged out of E728 automatically after 15 minutes if they do not move on to the next section of the NP728 report. E728 has a built-in auto-save function, which will automatically save sections of the NP728 report which you have already completed. Hence, you can easily retrieve the uncompleted draft NP728 report and continue from where you have stopped.

Filing

Q17.       I have clicked "Next" to proceed to the next section, is there any way for me to go back to edit the previous sections?

Ans.:   Yes. You can return to the previous section by clicking the "Previous" or “Back” button on the E728 page or you may edit the relevant sections after you have completed all the sections. However, please do not use the back or forward buttons on your browser.

Q18.       I have been logged out of E728 while I was filing a NP728 report. Is there any way to retrieve the NP728 report which I was working on?

Ans.:   Yes. E728 has an auto-save function which allows information to be saved automatically each time the user clicks the "next" or "save" button. You can retrieve the draft NP728 report by going to "Search/Edit/Delete Draft NP728" found under NP728 menu.

If you get the error message "You have another valid session in E728.", please logout and then login again to continue lodging the NP728 report.

Submission

Q19.       Do I have to print a copy of the NP728 report submitted via E728 to forward to STRO?

Ans.:  No. You do not need to because a copy of the NP728 report will be received by STRO instantaneously upon submission.

Q20.        I have submitted a NP728 report but there are some errors in the details I have provided. What do I do?

Ans.:  Only registered users are allowed to retrieve and void submitted NP728 reports through the “Search/void Submitted NP728” option under the NP728 menu.

If you have submitted the NP728 report on behalf of an organisation, only the approving officer of the organisation is able to retrieve and void it. If you have submitted the NP728 report for yourself, you will be able to retrieve and void it.

Q21.    Does E728 keep a soft copy of the NP728 reports which I have submitted on behalf of my organisation?

Ans.:   Yes. A soft copy of the NP728 reports submitted will be stored in E728. Only administrators and approving officers of your organisation would be able to view the NP728 reports which had been submitted by your organisation.
